Luken Beck was founded in 1997 by Graham Beck and Mark Luken and has since established itself as a successful and award-winning town planning consultancy. With a strong belief in building strong client relationships and securing repeat business through effective results, Luken Beck has gained a reputation for working on a wide range of large-scale schemes as well as smaller projects. We aim to provide our clients with the best guidance and advice to navigate through the complex planning system to achieve optimum development value and returns whilst ensuring that development makes a positive contribution to its context.

Owing to the wealth of private and public sector experience held by our Town Planners, we work on a wide variety of schemes including in the residential, commercial, industrial and hospitality sectors.

Our clients include national, regional and local housebuilders, Homes England and a variety of Local Planning Authorities, hotel and care operators, commercial property investment organisations in addition to homeowners and local businesses. Given this wide variety of work, we have gained a reputation for successful delivery of projects in a range of sectors from the early stages of the planning process including Local Plan promotion, site appraisals and the submission and project management of planning applications and appeals.

    A Chartered Town Planner and qualified urban designer with over 25 years experience in the public and private sector.

    Specialises in major residential and commercial planning applications, environmental impact assessments and strategic planning / Development Plan Reviews.

    Current clients include regional and national housebuilders, ‘blue chip’ companies, country estates and private investors.

    David Jobbins BSc (Hons) TP, Dip TP, Dip EM, MRTPI, Director

    A Chartered Town Planner with over 35 years planning experience within the public and private sectors including as Head of Planning & Development Services.

    Ensures effective negotiation with all relevant parties to deliver the best from sites in a timely and expeditious manner.

    Specialises in all forms of planning applications and appeals, from major waterfront mixed-use regeneration schemes (including those requiring EIA) to residential-led schemes and individual homes.

    Has secured numerous planning permissions for major clients within the residential, commercial and hospitality sectors.

    Nigel Jarvis BA (Hons), MSc (Dist.), MRTPI, Director

    Chartered Town Planner with a first degree in Business Administration, and an MSc in International Planning and Development.

    20 years’ experience working in the planning industry across public and private sectors and directly with a national housebuilder.

    Specialises in delivering large scale residential and regeneration consents with significant experience of a wide range of complex planning applications and appeals.

    Commercially focussed with significant knowledge and experience of project management, design and development delivery.

    Rob Collett BA(Hons) MTP MRTPI PIEMA, Associate Director

    Rob joined Luken Beck in 2023 and is a Chartered Town Planner with over 22 years experience gained in planning consultancy and major national house builders.

    An experienced planning professional with extensive experience of the residential sector, as well as commercial, mixed-use and infrastructure projects, leading major development schemes through the planning process from initial inception through to completion. He is focussed on delivery and placemaking, carrying out a variety of roles - including implementing complex planning strategies, undertaking development appraisals, conducting planning negotiations and facilitating community and stakeholder consultation to deliver good quality results and high quality schemes.

    Rob is also interested in sustainability and a member of IEMA, he has been involved with major EIA development for residential and infrastructure proposals.

    Hayley is a Chartered Town Planner with a first degree in Environmental Sciences and an MSc in Spatial Planning and Development.

    Over 7 years experience working for both private consultancy and directly as a Planning Manager for a south coast house builder.

    Extensive experience working across multiple sectors including residential, leisure, business and aviation.

    Specialises in complex planning applications involving coordinating large project teams and EIA development.

    An excellent communicator, Hayley enjoys building relationships with Local Authorities and key stakeholders within the planning process to achieve mutually beneficial outcomes.

    Clare Whitehead BA(Hons) MA MRTPI, Principal Planning Consultant

    Clare is a Chartered Town Planner with a BA(Hons) in Geography and a MA in Spatial Planning and over 15 years experience working in Local Authority, a national 5* Housebuilder and private consultancy.

    Clare has extensive experience in a wide variety of planning matters including small to large scale residential schemes, leisure and agricultural, EIA development, solar and wind renewable projects and battery storage schemes.

    Clare’s professional interests lie in large scale renewable energy developments, sustainable and brownfield development and community led projects.

    Jack Bell, BA (Hons), MSc, Senior Planner

    Joined Luken Beck in 2022 whilst completing his MSc Dissertation on the factors enabling or constraining the use of brownfield land for housing at the University of Sheffield.

    Graduated in 2022 from the University of Sheffield with an MSc in Urban and Regional Planning, following a degree in BA Politics and Sociology at the University of Warwick. Currently a Licentiate member of the RTPI, Jack is working towards becoming a Chartered Town Planner in 2024/25.

    Jack is building his experience on a variety of projects whilst assisting the team in the preparation of a number of applications.

    Professional interests include sustainable development, heritage schemes, brownfield development and a proficiency in Quantum GIS (QGIS).

    Jack also volunteers for Planning Aid England.

  • Graham Beck, Executive Planning Consultant

    Graham Beck JP., MBA, LLB (Hons), BA (Hons), Dip TP, Executive Planning Consultant

    Graham created the business back in 1997 in partnership with Mark Luken following a period of twenty years in Local Government planning departments working for Counties, Districts, Urban and Rural Authorities as well as a New Town.

    The range of work experienced includes Policy Making as well as Development Management but having a particular interest in the law, after achieving an LL.B, Graham has been heavily involved in major developments for the last twenty years in the private sector.

    With over 40 years experience of most types of development particularly residential, leisure and commercial schemes, Graham continues to provide support and guidance to clients and colleagues alike.

    When Graham is not working, he continues to sit as a Magistrate in Southampton and actively participates in weekly hockey pursuits to maintain fitness as part of the work life balance. Having umpired in the World Masters in Barcelona in 2018 and then Cape Town in 2023, the next ambitions are to umpire at the European Championships in 2023 followed by the next World Cup in New Zealand in 2024.

  • Mark Luken, Executive Consultant

    Mark Luken, M.B.A., B.Sc.(Econ) (Hons), Dip.T.P. Executive Consultant

    Mark holds a degree in Economics, a postgraduate Diploma in Town Planning and a Masters degree in Business Administration.

    Mark has over 40 years planning experience covering both the public and private sectors. Prior to being a founder Director of Luken Beck in 1997, he has held planning posts in a number of Local Planning Authorities, including Head of Planning and Development Management at Southampton City Council, and was Chairman of the previous standing London and South East Region Planning Conference (SERPLAN) Urban Policy Group and he has advised national Government on the drafting of statutory planning advice and Circulars.

    As a senior practitioner at Luken Beck, Mark has personally handled many of the largest planning projects in the south of England, one of which was nationally recognised in 2016 by winning the Royal Town Planning Institute Award for Excellence in Planning to Create Economically Successful Places.
